Recreational Passes are issued only to members in good standing. If you have an unpaid assessment balance or an outstanding notice of covenant violation(s), Recreational Passes will not be issued to your household.

The HVCA Pool will open for the 2004 season on Saturday, May 29, 2004 at 10:00 a.m. Your 2004 Recreational Pass Application is enclosed with this newsletter.  If you or your family members plan to use the pool this summer, the application should be completed and returned promptly according to the instructions at the top of the application.  Do not mail the application to the assessment payment address.  
Text Box: Applications received by the May 3rd deadline will be processed and passes will be mailed by May 21st.  Applications received after the deadline may not be processed until after May 21st, and passes may not be received in time for opening day (May 29, 2004).  
In-person Recreational Pass distribution will take place on Thursday, May 27th from 5:30 p.m. to 6:45 p.m. in the HVCA Community Room.  In-person distribution is only for members who were unable to mail their Recreational Pass Application.

Text Box: The following issues were discussed at recent HVCA Board of Directors Meetings:
The Board adopted the Condominium Garden Policy that was distributed to all owners with the 2004 Proposed Budget. A Garden Registration Form is being developed.
Due to the tree damage expense in fall 2003 and 2003/04 snow (ice) clearing expense, the Board will modify the payback schedule that they  previously adopted for repayment of the reserve funds that were borrowed for 2002/03 snow clearing expenses.
The Board approved expenditures to revamp Text Box: WWW.HVCA.NET.
 A committee was formed to gather information and make recommendations on the future of the tennis courts (new members .
Reserve Fund Changes:  The Board moved one HVCA $100K CD from M&T Bank into a savings account at BB&T Bank (to allow time to investigate rates at other banks); and reinvested HVCA’s $100K CD at Sandy Spring National Bank into an SSNB 60-month CD earning 3.15% interest.  Both accounts have a two-signature requirement.
The Board discussed completion of the Flagpole Memorial Garden (lighting and plaque) in front of the community building.  The plant Text Box: materials are being replaced under warranty.  A dedication date of July 4, 2004 is tentatively planned.
The Board approved proposals from Chamberlain Contractors for street sweeping and painting firelane curbs, plus sealcoating and asphalt repairs to a portion of the bike path that is HVCA’s responsibility (the asphalt path on Homeland Drive is maintained by Montgomery County).  
The Board approved proposals for springtime seeding, installation of a retaining wall on Sunset Lake Ct. and installation of rip-rap in a drainage swale on Golden Spring Court.
